What would be best: i7-6700hq vs i5-7300hq for premiere pro? How much does the i7-6700hq hyper threating do for the editing?

Significantly. Both of the mobile CPUs in question turbo to 3.1 GHz when all four cores are in use. But at that same clock speed, Premiere rendering and export performance can be more than 30 percent slower without hyperthreading than with.

See if you can find some benchmarks online.  I've seen a few that include Premiere Pro in the testing.
