Your proposed laptop's display does not meet Adobe's minimum requirement. Adobe requires that the screen must be capable if displaying at least 1280 pixels in the horizontal direction AND at least 800 pixels in the vertical direction. Unfortunately, your proposed laptop's display is limited to only 768 pixels in the vertical direction, which will result in critical portions of the Premiere Pro interface being cut off and unrecoverable.

As to the UHD Graphics 620, it would be about as sluggish as current bottom-of-the-barrel discrete mobile GPUs these days - if Intel can get its OpenCL driver issues resolved.
