Is my Intel cpu to OLD for Adobe Creative Cloud ?

I am struggling with the Adobe Creative Cloud on my PC, all the apps are working fine but I believe the problem maybe my Intel i7-950 processer is to old and is not coping well with the Adobe Products of today, Todays Intel processor as 7000 times quicker, I have had mine now for 8 years. Could this be the reason why I am struggling to use Adobe products on my PC, I have a Nvidia Graphics card GTX 650 but don't think this is a problem.

have a feeling it is time for me to buy a new PC.

Any help would be great thanks.

    I'm having problems with lagging when coding on Dreamweaver, like when I want to highlight a large chunk of code to copy or cut and paste elsewhere, I have to wait about 30 seconds for the cursor to comeback everytime etc.. also when I am using photoshop things are slow and takes time for it to process. I do have 16GB Ram but this is not just a one off the PC is getting slower with time and I have done all the usual tune-ups etc...

    Just been doing a little research and have found that my current CPU i7-950 is first generation, so it is old.
