can premier pro work smoothly on the mackbook air 2020 m1 chip with 8GB Ram

It will work, albeit slowly. You see, I have a base-model M1 MacBook Air with just 8 GB of RAM, a 7-core GPU and only a 256 GB SSD. An external USB 3.2 Gen 2x1 or faster-interface SSD is absolutely necessary for any serious video editing work.

 

And my most recent PugetBench for Premiere Pro benchmark results with that base-model M1 MacBook Air are certainly no slouch for what it's worth: Running Premiere Pro 2023 and macOS 13.0 Ventura, it scored a 343 with the Extended preset and 467 with the Standard preset. Roughly speaking, it is in the same performance tier as a 7th-Gen Kaby Lake i7 quad-core CPU-powered Windows desktop PC that's equipped with a GeForce GTX 1050 Ti GPU.

What KIND of video?

 

8Gig of ram is going to struggle with 1080 video and may not work at all with 4k video
