Low CPU usage Premiere pPro MacOS

I have extremely low CPU usage (20-25%) while rendering videos right in project. Already Tried different CPU accelerations.

MacBook Pro 13 2018, macOS Mojave 10.14.5, 2.3 GHz Intel Core i5, 16GB 2133 MHz LPDDR3, Intel Iris Plus Graphics 655 1536 MB.

What is your hard drive setup (how many, what kind, what is on each, and how full)?

That may be your bottleneck.
