Need for advice for hardware

Hi!

For the last three years I've been studying the science of video making. I've started to do some work with my laptop Hp with tiny integrated gpu. Now that my skills have grown my faithful Hp has left me. It exploded after an overload of pression by my projects. Poor thing. Now I know that this passion need a step in a more serious workstation, and I also know that with the gpu shortage it's really a bad time to buy components.

But I need to complete my project so I'm really desperate, I found a store in my town but I can't understand if the hardware it's ok for Premiere Pro and After Effects, can someone give me a feedback?
