New custom PC, but old laptop is faster

Question

I have been going over pages and pages of forum posts, YT videos, and misc search results, looking for why with my new PC is hardware encoding not enabled in teh export settings. I'm new to much of this but I thought the new PC should at least render a project as fast, or faster than my 4 year old laptop.

CPU is Intel 9th Gen i9-9900K

GPU GeForce RTX 2070 (only GPU that shows up in the device manager and perf tab of task manager)

So, I guess I'm looking for confirmation with this. If I do NOT have an Intel GPU installed, ultimately I can't use hardware encoding under the performance option, correct? Is wht it is?

That is correct with the current officially released versions of Premiere Pro, which supports hardware encoding ONLY with an integrated Intel iGPU. Intel motherboards that are compatible with these mainstream CPUs automatically disable the Intel graphics by default when a discrete GPU is installed. You will have to force-enable the Intel graphics in the BIOS/EFI in order to use QuickSync. Unfortunately, some very-high-end motherboards for this socket do not have any video-out ports at all whatsoever, and thus have absolutely no provision to force-enable the integrated GPU.

Help is on the way, however: The next forthcoming official release of Premiere Pro (I cannot tell you when this will occur) will support Nvidia's NVENC and AMD's VCD/VCE for hardware encoding with a compatible discrete GPU.
