Not Sure My New PC is running at full power?

Hello and thanks for any help you guys can give, so I built a new Video PC, however, I am trying to figure out how to make sure I have it all setup properly, here is what I have

Intel I9-9900K CPU @ 3.60GHZ

32GB Ram

Nvidia GeForce RTX 2080

Things I notice is when I render video, the video encoding graph under task manager, stays at 0, it doesn't ever look like it's using any of my GPU. I'm looking as to where I should look to make sure this is all setup properly?

    Is your system responsive as you work?  If so, your current workflow probably doesn't demand much overhead.

    Yes, it does, but then why does the 4K footage get so choppy?

    Are you sure that the Mercury Playback Engine (in the project settings) is set to CUDA? Are you applying any GPU-accelerated effects, resizing or frame rate changes? If you are not applying any effects whatsoever and you are not resizing the video on export, then only the CPU gets utilized (no GPU usage whatsoever).

    Yea im using Cuda, I am changing the frame rate from 60fps bc thats what I shoot with the drone in case I want to slow it down, then I am color grading with lumetri in aboht 2-3 adjustment layers.
