premiere is not working like she use to :)

Hello

I formatted my computer and installed the latest version of Premier.

and prmiere is not the same

1. The work process has become very slow, it takes time for the files to display

2. The software does not respond to the first click on the keyboard (Sometimes she responds and sometimes I had to press several times)

3. While Display an editing movie on the Timeline , its choppy and stuck.

4. And there are a lot of  lags during display.

COMPUTER INFO

• OS: Windows 07 pro
• Processor: Intel Core i7-3930K CPU @ 3.80GHz
• Installed memory: 32.0 GB
• System type: 64-bit Operating System
• Graphics Card: GeForce GTX 970

HARD DRIVE INFO : all ssd

PROJECT INFO

• Premiere Version: Premiere Pro CC (2017 .1.2v.11.0 oasis
• Footage: Pantom 4 dji files MP4 4096X2160 29.97 fps
• TRT of timeline: Irrelevant
• All production audio files are on a separate drive as the footage on ssd hard drive
  
• Current project file size: 588KB

FAILED FIX ATTEMPTS

• Removed all video effects
• Switched from GPU Mercury playback to CPU
• Updated graphics card driver (old and new)
  
• Uninstalled Premiere and reinstalled
• Cleared the media cache folders using the Clean button in Media Preferences. Also clean the cache folders
• upgrade to win 10 and back

In conclusion

Before formatting the system worked good with the same components.

After formatting and installing all the drivers, the problem started.
