Premiere Pro hardware

I'm trying to build a desktop to run Premiere Pro (4K).  I just switched to it from years of using Premiere Elements.  This HP configuration below looks a bit short of CPU and other specs at Puget, but the price is right at $1600.  I priced a Dell and Lenovo at about $4,000 which seems high, though met Puget specs.  I'd like to find something closer to $2,000 but the jump from below specs to $4,000 seems to be all I can find.  Any suggestions?

    The 7200 RPM dive should only be used for backups (or exports if you aren't in a hurry).
