Premiere Pro not allowing hardware acceleration with CBR (M1 Max)

Premiere won't allow me to use hardware acceleration when exporting with CBR on my M1 Max. However when using VBR I have the option of using hardware acceleration which is a lot quicker. 

 

Currently, using software-only CBR, exports are taking 2.5 hours for a 2 minute film. This obviously isn't viable.

 

Can anyone tell me why CBR doesn't have a hardware acceleration option on the M1 Max, while VBR does?

Hardware encoding is also no longer supported at all for CBR exports in Windows as well. All CBR exports will be permanently locked to software-only encoding moving forward.

I've been told by Adobe that they're releasing an update on the 18th that'll include hardware encoding with CBR
