is the quadro fx3500 still compatible with cc

    Sorry, but that FX 3500 has NEVER been compatible with GPU acceleration in even CS5, let alone CC. This is because it predates Nvidia's introduction of CUDA, and also because it has far too little RAM (only 256 MB total) to even enable GPU acceleration at all. (In fact, it is actually based on the long-obsolete GeForce 7900GS, which was part of the last series of GeForce GPUs that didn't support CUDA at all.) Therefore, if Premiere Pro CC even starts at all with that GPU, Premiere's renderer will be permanently locked to the software-only mode because of the FX3500's complete lack of GPGPU (CUDA, OpenCL) support whatsoever.

    Likewise, the later FX 3800 is now no longer supported with GPU acceleration in CC 2015.3 to CC 2018 because those versions of Premiere Pro CC require CUDA 7.0 or higher drivers to even work, and Nvidia has artificially EOL'd support for such older Tesla-architecture GPUs at CUDA 6.5.
