Recommended System hardware for 4k, Motion Graphics/Animations/Effects and MOGRTS in 2021

I am in the process of building a system for video editing and motion graphics on Adobe After Effects and Premiere Pro. My work varies between working on 4K footage and heavy motion graphics/Animation projects. What should my Ideal system build for AE and PR look like? Looking for recommendations on CPU, GPU, RAM and other components.  My budget is under $2800 USD. Thanks
