System Requirements - Layman's Terms Please

My son is in high school and has done some work with Power Director and some online video editors.  He is scheduled to get in some video editing classes that use Premier.  We would like to get him a computer where could work on projects outside the classroom.  I would like to buy him a system that can run Premier and other Adobe programs.  I am a public school teacher and do not have an unlimited budget.  I have looked at area stores - Best Buy, Sams, Staples, etc and have seen the variations in systems and prices.  I do not know much about 'Optane' and how that compares to true RAM.  from what I have read I want Intel i7, as much RAM as possible (I am not sure if 12 is enough or 24 including Optane will work), and at least 1TB of storage. 

Any guidance anyone can offer would be appreciated.

HP Laptop - Intel i7, 24 GB Memory (16GB Optane + 8GB RAM), 1TB HDD - $899

Dell Desktop Tower Only - Intel i7+8700 - 24 GB Memory (16GB Optane + 8GB RAM) - 1TB HDD - $1099

HP Envy Desktop (w/31.5 Monitor) - Intel i7+8700, 12 GB Memory, 2 TB HDD - $899

I had to Google optane What Is Intel Optane Memory?

And I am still now sure how the optane cache will help video editing
