Threadripper 3970x all cores issue to render in Premire Pro

Hello, my Setup is a Threadripper 3970x, Asus rog GTX 1080ti 11GB GPU and 128gb RAM at 3600mhz

I don't know why but all the rendering processing is stuck with 2 at 50-80% and the other 32 cores are at 2-5%.

I've tried to use the AMD Master and didn't solve, put my windows on version 1909 and didn't solve aswell.

Is that possible to use all the cores to make the render? How it works?

Really appreciate if anyone here has had a problem like that.

Sorry there, friend. Does your sequence include any After Effects compositons or other non-GPU accelerated video effects? Or is this a sequence with no effects, no scaling, no frame rate conversions, or stuff like that?
