Turning on Hardware Encoding for H.265 export

I'm attempting to export video in Premiere Pro (22.5) and I'm running into an issue where I cannot use the hardware encoding, but I have no idea why.  I'm trying to export in H.265 at 3840x2160, 24fps using CBR birate encoding with a target bitrate of 50mbps.  Whenever I attempt this I'm told that my "system's hardware does not support hardware acceleration for the current settings." Is there a way to make it so my system is able to do this or am I just out of luck here?

 

My computer's settings are iMac 2020, 3.8 GHz 8-Care Intel Core i7, 40GB of memory, AMD Radeon Pro 5700 XT 16 GB graphics card.

    I am sorry to tell you this, but with HEVC CBR is not supported at all for hardware encoding. Nor is VBR 2-pass. Only VBR 1-pass, with a maximum bit rate of approx. 60 Mbps, is supported. With CBR only software encoding is supported - and with any NLE software, not just Premiere Pro.
