Yes, that over-6-year-old quad-core CPU with only DDR3 system RAM will be the limiting factor. 4k will work; it would just be noticeably slower.

I am afraid to tell you this, but you will need BOTH upgraded storage (disks) and an upgraded GPU. You see, having project and media files on the same disk as the OS will severely degrade editing performance, plus the other disk is itself too slow for working video. I'd recommend that you add a third 2.5" SATA SSD for your projects and media, and then upgrade your GPU to at least a GTX 1660 (since newer GeForce Game Ready drivers will disable CUDA altogether on all first-gen Kepler chips such as the GK104 that the GTX 770 uses.
