Vega8 not being utilized

I've recently upgraded my laptop from one based on an Intel i5-8250U to one with the AMD 2500U, specifically for the more powerful integrated GPU. However, HP configured the 2500U to have 1GB of "fixed" shared memory, plus 7GB of "flexible" shared memory that is otherwise available to the OS if unused.
However, Premiere Pro and AME (checked through GPUsniffer) only seem to detect the fixed 1GB portion of the available GPU RAM. While they allow me to select Mercury Playback Engine with OpenCL, the GPU is not actually being utilized - render times are identical to "Software Only" and are abysmally slow. The same project on other systems, even the Intel i5-8250U, makes plenty use of GPU acceleration for rendering out e.g. Lumetri Color. The Intel GPU only shows up as having "flexible" shared memory in Task Manager, yet detects with 4GB in GPUsniffer.
So my question is, is there a way to trick the Adobe apps into seeing more of the available GPU memory or simply forcing them to utilize the GPU? This not about getting Premiere and AME to see the GPU at all (using something like the OpenCL_supported_cards file), but actually getting to them to use it.
I hope someone knows how to fix this, otherwise my shiny new laptop is as useful as an (arguably quite lightweight) brick to me.

AMD Ryzen 2500U (4C, 8T, Vega8 IGP)
16GB DDR4-2400
Windows 10 1803
