What is the optimal percent of RAM allocation for Premiere Pro CC?

Unfortunately, when you say "adobe applications" you really mean AN APPLICATION.  PPro, Photoshop, After Effects, Audition, etc... are all independent applications with their own settings for use of ram. Plus your Operating System needs ram to work. Plus whatever other applications ( some hidden that used to be called 'terminate and stay resident' ( meaning they run in background )) you have going on.

If, while using say PPro, you select 'edit in photoshop' in your timeline .. that program will open... using it's ram settings.

I keep things simple... and only use one program at a time 99% of the time. I don't leave photoshop open after I saved the work. I don't even keep PPro open if I want to do something in photoshop independently ( like make a graphic or title ).

The tech guy probably looked at what you have going on with regard to what you have open as your normal working environment and chose what he thought was best for you.

24 gig is not a whole lot of ram for editing, etc.   So, your question should really be, " What ram allocation for my PROGRAMS ( each one) is best for MY SYSTEM and WORKFLOW.

There is no set simple answer to your original question.
