What kind of windows laptop do you recommed ?

hello everybody hru?
im planning on starting my learning journey with premiere pro 
but first im going to buy a new windows laptop
so what king do u recommed for a good performance ?
how much RAM? 16 or 32?
is a 6gb 1060ti vga enough ?
i7 250 SSD?
is the above enough for 4k rendering?

But to your direct question, 32GB and the rest does meet the minimum requirements for 4K, but I need to know more about your source media to confirm.
