What would make a good computer for Illustrator, Photoshop and Adobe XD

Hi! I'm going to get a new work computer early next year and I'll have some say in what I'll need out out of it. I don't know what my budget will be but I'll only need to give out IT department guidelines on what I need (I don't need to tell them exactly what parts I want).

I typically work with software and website design/workflows and mostly use Adobe XD to create wireframes and mockups for apps and websites. I create my assets with Illustrator (usually icons) and Photoshop (pictures for web). Usually the files are pretty small around 5-10 mb (usually the Adobe XD files have tons of layers). But the Adobe applications crash on me a lot (a few times every day) and the whole computer lags when I have a few instances of them open at the same time.

I currently have an older i7 with 4 cores (I don't remember what gen), 16GB of RAM and a SSD with enough storage, some intel integrated GPU. We use Windows 10 at work and I do need to use windows specific developer tools such as Visual Studio so mac is not possible for me.

So I want to know for my new computer do I need:

* a cpu with faster clockspeed or more cores? Does it really matter or do I just need a modern CPU?

* More Ram than 16GB?

* How important is the GPU? How much money would a sufficient GPU cost?

We already have good dual monitors setups and we will get SSDs with sufficient capacity.

Anything else I need to think about?

If I need to create print material and maybe edit short videos in the future (I assume I'd use InDesign and Premiere then?). Would I need to add something

So even though I can give IT directions I still need to motivate my choices so please don't jump directly to the best CPU and GPU as I would surely not get it.
