Why is my workstation so slow? 10-core 64gb Ram Nvidia Quadro K5200 8GB

At our production house we have 2 workstations both with the same specs

Intel Xeon E5-2660 v3 @ 2.60GHz 10 Core 20 Threads

64GB of Ram 2133MHz

Nvidia Quadro K5200 8GB

They have never been as fast as they should be even when just editing HD footage, and it's very laggy with 4k or video with graphics layed on top.

Any ideas why they may be, one of the workstations is faster than the other which is odd as they are identical.

Your 10-core Intel system is so sluggish compared to what it should have been in large part due to the relatively slow all-core Turbo clock speed on a CPU that cannot be overclocked at all. Your Xeon E5-2660 v3 CPU runs its Turbo clock at only 2.9 GHz with all 10 cores in use, and you cannot clock that higher without severely destabilizing your system.

Have you tuned these systems?  I suggest that you download, unzip and run my Premiere Pro BenchMark (PPBM) and compare your results to my CPU results on that site.  I have results submitted on a dual E5-2660 v3 system which scored very well on that CPU only test.  Also Submit the results to me an I will try to give you feedback..

What is your disk system on these computers?

Since you have a 2000 series Xeon processor, do you have another socket on the motherboard?  .

Try working with Cineform proxies.

We do work with proxies for all our 4k work

OK.

I recommend using them for all H.264 media, regardless of resolution.
