Why is Premiere constantly accessing "unused" hard drive?

In one of several "experiments" to speed things up on an underspec'd computer, I installed Premiere Pro and all my related project files on the same (internal) SSD (and set all media & media cache to the SSD as well).  Does anyone have a guess as to why (especially during playback in the program panel) the hard drive is getting worked pretty hard by the PC (this is where everything stalls)?

 

P.S. While I certainly appreciate general tips on improving Premiere performance etc (and I have tried many), I am not really looking for anything here but specific ideas on the hard drive issue.  I have no system restore operating, and no virtual memory allocated anywhere outside the SSD.

Just a guess:

Another application might be accesssing it?

Are you sure it's Premiere Pro that is accessing it?

 

What does Task Manager and Resource Monitor show?

What files are on the drive?

So Task Manager shows nothing and Resource Monitor showed nothing unexpected...BUT I decided to just bail on the old computer and moved things over to a high-end gaming PC which resolved everything.  Thanks for your initial efforts!  I would like to delete this post but don't see a way to do it....
