Will this laptop be able to handle adobe?

Purchasing a laptop for college and I just need to be sure about it. How well would this one be able to handle Adobe CC 2019?

 

The laptop

 

Specs:

CPU: Intel i7-4600u
2 cores, 2.1GHz each; Turbo 2.7GHz dual and 3.3GHz single.

RAM: 16GB

GPU: Intel HD 4400

Storage: 256GB SSD

 

I'd rather be sure about this before I waste money on something that won't be much use. If theres better suggestions, I'd love to hear. On a budget too.

    That processor is too weak.

    The graphics card is weak.

    It's even more of a waste of money today than it was a year ago. I have just completed testing of my i5-4210U laptop with 16 GB of RAM and only the integrated graphics.

     

    Short version: Forget about running Premiere Pro, especially the 14.3.2 and 14.4 versions, in such a 2013/2014-vintage dual-core Haswell laptop.

     

    Longer version: With the current 14.4 version, my laptop didn't throw a compatibility warning, but instead the MPE renderer was permanently locked to the software-only mode. And the 4210U's overall score in the PugetBench for Premiere Pro was a slug-tacular 5 (using the Standard preset)! Even my quad-core i7-7700 mini-ITX desktop with a discrete GeForce GTX 1650 Super scored well above 400 in this test.

     

    Photoshop performance wasn't much better: It scored only 265 overall, versus 735 for my i7-7700 mini-ITX system.

     

    So there you have it. The Haswell low-power dual-core CPUs are outdated even for any sort of content creation back in 2019, and are just about completely useless for 4k video editing.

    I finally figured why it was stuck in software-only mode:

     

    It does not utilize enough RAM to even enable GPU acceleration at all. Adobe requires 2 GB or more VRAM minimum, 4 GB or more recommended. Unfortunately, none of the Haswell CPUs with only integrated graphics meet even the minimum system requirement for Premiere Pro, as they only utilize 1.6 GB of system RAM for their VRAM. Worse, that cannot be changed at all since GPUSniffer detects oy 1.6 GB of system RAM used as VRAM with Haswell and Broadway IGPs. Only Skylake (6th Generation CPU) and newer IGPs utilize 6 GB.

    I echo Peru Bob. That CPU is barely any more powerful than my i5-4210U laptop with integrated Intel graphics to begin with. In fact, that i7-4600U is slower than even a desktop i3-4100, let alone a desktop Haswell-generation i7. And the integrated Intel HD Graphics 4400 is a complete joke by current standards: It performs more than three times slower than even a discrete GeForce GT 1030, let alone a GTX 1650 or 1660.
