Would I be faster rendering with one titan X or two gtx 690

cpu - xeon 20 core @ 2.4

mem = 256gb

storage = local SSD

playback is not considered as I always use proxies

rendering by cuda is the question ... is it only about the cuda cores ???  I have seen gtx 690 (two gtx 680 gpu) working well in Pr CC 2019

Essentially the 2x GTX 690 would be doubling the cuda cores from titan X

What do you guys think?

Don't get those GTX 690s:

1) The GTX 690 is of an older GPU architecture than your current Titan X (Kepler for the GTX 690 versus Maxwell or Pascal for the Titan X). And Kepler is no longer competitive in CUDA performance versus newer GPU architectures.

2) Each GTX 690 already has two SLI-linked GPUs in a single card! And Premiere actually has been known to stumble on any dual-GPU setup, especially SLI-linked ones.
