I have a asus Core i3 7th gen. I'm wondering if this would have problems running premier pro?

I've been using Premier Rush and it constantly freezes and crashes. Would Premier Pro be better or worse than this?

Like Peru Bob stated, worse - and sometimes much worse. All 7th-Gen i3 CPUs have only two cores and four threads, while Premiere Pro typically works best with eight cores and 16 threads.

Worse, most i3 laptops have only integrated Intel HD Graphics, and no discrete GPU whatsoever. And with OEM laptops, especially one that is that old, you are at the mercy of the OEM for providing the correct, up-to-date graphics drivers (which they very seldom do).
