Can’t see button to access "AI Powered Material” creation or Send to Sampler options.

In Adobe 3D Capture Materials I do not see the option to enhance my captures for displacement with the “Convert to AI Powered Materials” button.  In addition to Creative Cloud I also subscribe to Substance Tools (Painter, Sampler, Designer). 

Additionally, I do not have an option to send captured materials to Substance Sampler:  there is no “open in” option for those materials in my online Creative Cloud library.  When accessing my Capture materials from the iPhone I do see a "Send To” option but it is greyed out.
