Acrobat PRO licence for WINDOWS Server

We run OLE to Acrobat Pro, it run OK, but we need to run the application on server so each user can use it on his session of the server.

Is it possible? how does it should licenced?

    No, it is not possible. The license only allows direct personal use of the software. Adobe do have a web-based API for certain functions (such as text extraction or size reduction), also Adobe Experience Manager is an enterprise level server product with certain functions (such as form processing or conversion to image files).
