Building a plug-in is not like building an EXE, where you can pick any convenient tool. The plug-in loads as a real part of Acrobat, and it is best to take as your starting point to use the SDK written for the release of Acrobat, and work with the exact recommended devtool. Yes, once you are very comfortable with projects you may be able to port to a new or old Visual Studio or XCode. It might still load. You will probably need to hack SDK headers because of subtle language and header changes. Not for the faint hearted. So you will need the exact recommended version of Visual Studio to get started.
