It would be helpful if you describe the exact steps you take to convert from a Word document to a secure PDF, and include what operating system and the specific version of Acrobat you're using. If you get any error messages/popups/etc, include the exact text.

Do you have MS Office installed?

If so what version?

I would check and make sure Acrobat is fully updated?

If you had a subscription service with a monthly fee to use Acrobat make sure you are paid up to date.

Make sure your PDFs are not secured against copying.

I have never needed to convert a PDF to Word to create a secure PDF. You should be able to do this for an open PDF by opening the "Properties" for the PDF by using the menu options "File => Properties" or by using the <Ctrl> + "D" key combination and selecting the "Security" tab. There is no need to convert to Word and then create a new PDF.
