Action Wizard Fails to Show Newly Created or Imported Actions

Previously, I could create and use Actions in Acrobat XI without problem.

Now I create or import actions -- but they DO NOT SHOW UP ON THE ACTION PANEL UNDER TOOLS.

They DO show up in the List if I click on "Manage Actions", but that does not help give me access so that I can actually RUN the newly created or imported Action.

Telling "Manage Actions" to "import" these Actions accomplishes nothing.

Also closing and reopening Acrobat, Rebooting, etc., changes nothing.  Same non-result if I go to folder where *.sequ files are stored, double-click, then confirm "import".

What am I missing?
