Actions - Save As doesn't really work

I have created actions for my designers at work

They work very well and will surely save a lot of time BUT..... they do not function as i would understand they should

The sequence

Save as - so my employee can give a name to the file

Preflight - execute the preflight they need for such a product

Save - save the now preflighted file

Save - save also a low resolution version of the file for emailing purposes

The result

Each of the steps works, but step 3 and 4 somehow revert back to the original filename????

For example,

let's say my filename is NATUREPRINT, I click the action,the save as box opens, and i call the file TEST1, then I see my filename change and i can see it saved it as TEST1 where i told it to, then it does the preflight then it starts doing the 2 save routines, but it it somehow saves step 3 and step 4 filenames as NATUREPRINTHIGHRES and NATUREPRINTLOWRES, as opposed to TEST1HIGHRES and TEST1LOWRES

I put a divider between the action of SAVE AS and the PREFLIGHT, thinking it may need to finish step1 before proceeding, but it made no difference
