Adding text "not a text box or text callout" so it wiil shop on top of drawing markups

When I click on "Add Text" not a text box or text callout, the text displays behind drawing markups. How can this be changed to be on top of the drawing markups?

Note: the 68' (P) in the image below, I have tried to bring it forward, however it still displays behind the drawing markups.
