Adobe Acrobat 9 - Enabling the Tool Pane

I have a question that Chat Support wasn't able to help.

I have Adobe Acrobat 9 and I was able to get a Toolbar setup but I was told there was a way to have the Tool Pane window setup on the right of my documents as shown in this picture:

In the picture, it shows Adobe Reader, but I have Adobe Acrobat 9. What do I need to do to enable the Tools, Sign, and Comment section on the right within Adobe Acrobat 9?

Here is a screen shot of the Acrobat 9 Pro. You can see it does not have the same interface as the Adobe XI Reader screen shot that you posted.

Acrobat 9 and Acrobat X (10) are now too old for support, and so chat won't be able to help.

The problem is that Acrobat was completely redesigned in Acrobat X (10). You can't just make Acrobat 9 look like later version. There is no way to use ExportPDF or Create PDF services in 9, and no need because 9 can do those things: These are a paid for add-in for Reader users.  The current version is DC. It was completely redesigned again, and doesn't look like either one.
