Adobe CC - Acrobat DC Install Rollback

I have downloaded Adobe DC and try and install from the build folder.

When I start the install it begins, blue progress bar rolls on and then stops and rolls back without installing.

Error on log is Product: AdobePro_x64 -- Installation operation failed. 11708.

Tried from elevated privileges from a cmd prompt but same issue.
