Adobe DC Desktop vs. online

I have Adobe Acrobat DC on my computer and I have a registered ID, why can I use 'Organize Pages' on my desktop but not logged in to my cloud online?

Acrobat is an application that runs on your computer, despite its confusing "Cloud" name. To be able to use its full functionalities you have to run it locally. It doesn't work as an online app.
