All elements have duplicate tags after creating form fields

I am trying to make an accessible fillable PDF form. I start with Word and then make a PDF to add the form fields. After I add the form fields I notice tags have been duplicated for all elements. See below.

Will JAWS read the elements twice? Will it read the H1 twice - Building accessibility Building accessibility?

Also, can you make an accessible form using a table? Will JAWS read properly and will it be 'tabbable'?
