Allow page extraction without allowing metadata modification

We would like our clients to be able to extract pages ("Page Extraction") from a document without being able to modify the document's metadata ("Changing the Document"). How can the document security be set up in this way?

I am using Acrobat IX.

Any document that has security applied won't allow page extraction. If it did, it would make whatever other security restrictions that may be in place pointless. A user would be able to extract the pages to create a new PDF and modify it.
