Are the forms Adobe Acrobat DC available for any user?

The receivers need only Acrobat Reader.

The blue color that the fields have is a setting of the application. They should still be able to fill them in, even if they don't have that setting enabled.

If they want to enable it they can do it via Edit - Preferences - Forms - tick the "Show border hover color for fields" box.
