asp.net editing a pdf template

I have been given an application where  the user fills out a form onscreen and we take that data and fill in the fields in a pdf template and allow them to download the new file.  We were using a third-party tool in the past and for money reasons we can no longer use that tool since we have upgraded our web server.  Is this possible to do with the Acrobat tool currently and can someone point me in the direction to some example code? The app is in vb.net but if the example code is in C#  I can convert.

No, you can’t do it with Acrobat. It’s only licensed for a single person. No server use. Adobe’s AEM Suite will do it. Think 5-6 figures.
