Is it possible to recognize multiple pages (batch processing) and create PDF/UA files?

"PDF/UA" is the ISO Standard. You'll not get a PDF/UA-1 (or not too far down the timeline a PDF/UA-2) compliant PDF (which an Accessible PDF *is*) from a scanner output image that is dropped into a PDF, OCR'd and tagged with any software "wizard".
