Blue shield icon - Adobe Acrobat Pro DC

What does the blue shield icon mean? (It seems to be disabling my 'organize pages' tool.)

- I saved the pdf to my desktop.

-Version that I am currently running.

- tool that is being disabled/ missing.

-Other pdfs. on my desktop that don't have that blue icon seem to have the organize pages tool.

I right clicked on the document and selected unprotect document and the shield removed itself.
