can not open document in adobe reader

i am on http://www.dfa.arkansas.gov/atap/Documents/ar20.pdf and i can not open it in adobe reader.

if anyone asks about this tell them to open it in IE chrome will not open this forum

Don't open the file in the browser. Save it locally and then open it in the Reader directly.
