Can someone fill in a form without having Acrobat DC

I am creating an application form in Acrobat DC and want to make sure that anyone can fill it in, save and print it without also having to have DC. Is that correct?

Some PDF readers from third parties can also work. Do Not us Apple's Preview since this application will corrupt forms and on many occasions has corrupted non-form PDFs. As for mobile devices users will need an app that can process PDF forms. Most do not. Adobe Reader, qPDF notes, and PDF Expert can process forms but have limited interactive functionality.

No, they can do it using the free Acrobat Reader DC (or earlier versions of Reader).
