I cannot open  the form with MS Edge browser in Windows 10. By opening it with Internet Explorer I can see the form and fill-in the form.

The Adobe plugin is not compatible with Edge. It uses an internal PDF viewer (Microsoft Reader), so that could explain any issues you encounter with it.
