Can't use a plugin without signing in with an Adobe ID? (Acrobat DC)

A client of mine who is using Acrobat DC in a Citrix virtual environment reported that my plugin is not showing up in the menu.
After investigating the operating environment, I found that he had customized Acrobat so that he could use it without signing in with his Adobe ID.
I created an installer with "Suppress sign-in in Acrobat" enabled in the Acrobat Customization Wizard and confirmed that the plug-ins menu does not appear without sign-in.
Is the only way to make my plug-ins available to all users by having them sign in with their Adobe ID?

I haven't used this option, but if you don't sign in, I'd suspect that Acrobat isn't going to run as Acrobat. I'd suspect that Acrobat will be running as Acrobat Reader, so plug-ins can't be loaded. This is new in the unified 64-bit version.

I see, it was indeed reported that it occurred with the 64-bit version.
I will suggest to the customer to operate with the 32-bit version.
