Can't use highlight tool

Using Acrobat XI, was able to use highlight tool.  If it was a scanned document it would ask to convert text.  But now it doesn't ask that anymore and I can't highlight.  I might have changed something but I can't figure out what.  How do I get that tool function back?

Could you please let us know the version of Acrobat XI installed on your computer?

Are you able to highlight normal pdfs (not scanned)?

What happens when you use highlight tool , do you see any error message?

Check if there is an update available for Acrobat, launch Acrobat>navigate to Help menu>then click Check for updates. If there is an update available, download and install the update and then check if Acrobat is working as expected.
