Cannot copy section of text out of PDF file

I have a pdf that I want to copy a section of text out of, but what I see when selecting the text is a "banding" effect where it selects all the text on the page for approximately 1 inch vertically. Like it was in a column. Is this a security feature or is there a setting I can change so I can select only the text I want?

Running Adobe Acrobat 9 Pro on Windows 8.1 using a Surface Pro 3
