Cant drag a PDF contained within an Outlook 2016 mail message into Acrobat DC?

This seems pretty strange.

We would like to simply drag an attachment contained in an email message into Acrobat as a new tab or into an existing PDF.. however, when attempting to drag it wont work.

If you save the document to the desktop then do it, it will work properly.

How does one fix this?

Would like to inform that there is no possible way to open the file by dragging  the attachment in the application .

Its due to interface design, you may open the file by double clicking on it & after downloading them from email .
