Acrobat SDK has no Perl API. The IAC API has no method to set language anyway, whatever the language. A plug-in in C++ could probably do it, if you can find (using the PDF Reference) exactly where in the PDF the language info is stored.

If you can provide me the key that need to be set(may in other programming language like C#) that will help me alot.

I don't know. I'd have to read the PDF reference or examine a PDF internals to find out.
